I have the honour to acknowledge the
3/-/38 receipt of your despatch No.448 of 19th December,
1938, forwarding the draft of Letters Patent to
amend those of 14th February, 1917.

In order to meet the possible contingency
of both the Governor and the Colonial Secretary being incapacitated simultaneously I would suggest
the addition of the following words immediately after the words "Colonial Secretary" on the twelfth
line of the new Article XVII :-

"or, if by
reason of death, incapacity
or other cause there shall be no
person discharging such functions,
then the senior Member of the
Executive Council actually present
in the Colony,".
In the second sentence of the same
Article I would suggest that the words

any two places in the Colony, or"
The terms
are unnecessary and might be deleted.
